The Community Services Division (CSD) is seeking a Social Services Specialist 2 to join our Bellingham Community Services Office, to provide professional support to individuals applying for and receiving benefits from the CSD.

In this role, you'll work directly with individuals facing physical and mental disabilities, housing instability, substance abuse issues, and other barriers to employment. Your expertise in assessment, advocacy, and case management will play a pivotal role in helping clients gain access to the critical resources they need to move toward self-sufficiency. This position requires a balance of analytical thinking, interpersonal connection, and strategic problem-solving.

• Conduct comprehensive social service assessments, including evaluating education, social history, living situation, and employment history, as well as physical and mental status.
• Analyze and interpret medical records and psychiatric reports to determine eligibility for programs. 
• Authorize additional referrals to medical specialists when indicated by medical evidence.
• Advocate for clients by coordinating with treatment providers, Disability Determination Services, and the Social Security Administration.
• Develop, implement, and adjust case plans to support individuals in achieving economic and social self-sufficiency.
• Provide referrals for medical, mental health, vocational, and social service resources.
• Conduct home visits and alternative site assessments for vulnerable individuals.
• Manage case documentation in DSHS electronic records, Social Security systems, and state databases (ACES, Barcode, ICMS, and E-JAS).
• Participate in staffing meetings, training sessions, and case consultations with community partners.
• Work within strict HIPAA confidentiality guidelines to ensure the privacy of clients.
• Provide crisis intervention and support services to individuals in immediate need.

• A deep commitment to serving vulnerable populations with compassion, professionalism, and cultural competence.
• Strong analytical skills to interpret complex medical and psychiatric reports.
• Excellent communication and advocacy abilities, with the capacity to build relationships across agencies.
• Ability to de-escalate tense situations and provide effective crisis intervention.
• Strong organizational skills to multitask in a fast-paced environment.
• Proficiency in Microsoft Office, ACES, Barcode, ICMS, and E-JAS or the ability to learn new systems quickly.
• Understanding of SSI/SSDI eligibility requirements and WorkFirst programs.
• Familiarity with local mental health, substance abuse, and housing resources.
• The ability to work effectively in a team-based, collaborative environment while managing a high caseload.

• Professionals with Twelve months of experience as a Social Service Specialist 1 and completion of the agency’s Social Service Specialist training program.

• A Master's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, AND one year as a Social Service Specialist 1 or equivalent paid social service experience. A two-year Master's degree in one of the above fields that includes a practicum will be substituted for one year of paid social service experience.

• A Bachelor's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, AND two years of paid social service experience performing functions equivalent to a Social Service Specialist 1.
