The DNR Office of Legal Affairs and Business Practices (OLABP) is committed to upholding integrity, diligent legal practices, and ethical business conduct. We actively support risk mitigation, liability protection, responsible procurement and resource management. OLABP programmatic areas include agency Legal Affairs, Risk Management, Internal Controls, External Audit Coordination, Privacy, Internal Policy, Procurement of Goods and Services (PGS), coordination of agency Rulemaking, and environmental reviews and analyses carried out pursuant to the State Environmental Policy Act (SEPA).
Under the supervision of the Agency Internal Policy Manager, this position provides senior level analyses and consultation to staff at all levels of the agency including region, senior and executive staff.
This position functions as the agency policy administrator responsible for maintaining the agency policy collection; assisting programs throughout the agency with developing and updating policy documents (policies, procedures, tasks, guidelines, standard practices memorandums, etc.); ensuring policies and procedures remain up to date; and ensuring policies and procedures follow the agency policy process and format using the Peabody Method.
Duties
Responsibilities:
- Serves as agency expert on the policy document collection and the policy document development process and framework.
- Assists program staff agency-wide with preparation, editing, review and approval of new and revised policy documents.
- Reviews policy documents in development to ensure clarity, usability, alignment with the Peabody Method in template and format; completeness, quality control and plain talk.
- Ensures appropriate staff are informed of and participate in the development of and revisions to agency policy documents, for example cross-agency functions. Assists program staff agency-wide with identification of, and coordination with, subject matter experts as needed, such as risk management, legal affairs, labor relations, safety, and information technology during policy document development.
- Maintains agency-wide policy document templates and ensures they are up-to-date with current requirements, laws, format and content standards.
- Develops and provides training and resource materials on the agency policy development process, method and format.
- Maintains the agency policy collection ensuring records and information related to all agency policy documents are complete, accurate and accessible.
- Maintains the Internal Policy SharePoint page and ensures posted policy documents are in an accessible, searchable format, posted documents use consistent naming conventions, and only current policy documents are posted.
- Ensures records are retained, destroyed or archived in accordance with Washington state records retention requirements.
- Assists with establishment and revisions to policy documents for the Office of Legal Affairs and Business Practices (OLABP).
- Works with the Agency Internal Policy Manager and the Director of Legal Affairs and Business Practices to develop, update and implement applicable agency-wide policy and procedures related to maintaining the policy document collection, and manages implementation of any changes.

Required Qualifications:
- A Bachelors' degree involving major study in business administration, public administration, business law, records, or closely allied field from an accredited institution;
