Fiscal Analyst 5

Are you a strategic financial leader ready to make a significant impact on an organization’s financial health and strategic planning? The Department of Social and Health Services (DSHS)'s Economic Services Administration (ESA) is seeking a detail-oriented Fiscal Analyst 5 to join our team that is based in Olympia, WA.

The Fiscal Analyst 5 is the primary financial advisor for the Economic Services Administration (ESA) Executive Management, overseeing statewide programs funded by state and federal resources. Key responsibilities include grant management, financial management, and subrecipient monitoring. Reporting to the Federal Accounting and Reporting (FAR) Manager, this role involves complex analysis and application of accounting principles (GAAP), state and federal laws, and policies like the State Administrative and Accounting Manual (SAAM).

This position requires independent judgment to analyze data, explain intricate financial information to diverse stakeholders, and provide actionable insights and recommendations. The Fiscal Analyst 5 ensures accurate financial reporting and offers management projections and status updates to guide decision-making.


Some of what you'll do:
  • Ensure compliance with financial regulations by monitoring and analyzing interagency agreements and contracts.
  • Coordinate budgets with relevant divisions and program managers for federal submission.
  • Develop and deliver fiscal training materials for forums, conferences, and other venues.
  • Monitor federal revenue draws and analyze financial requests from program managers.
  • Interpret and apply federal and state laws, rules, and regulations to fiscal procedures.
  • Establish billing processes and assist contractors or vendors with proper billing methods.  
  • Provide financial analysis, projections, and responses to inquiries from management and stakeholders.  

Additional knowledge, skills and abilities we're looking for:
  • Advanced financial acumen: In-depth knowledge of Generally Accepted Accounting Principles (GAAP) and governmental financial regulations.
