DSHS DVR Fiscal Analyst 3
DSHS's Division of Vocational Rehabilitation (DVR) is hiring for a Fiscal Analyst 3 to join the team in Lacey, WA.
The Division of Vocational Rehabilitation (DVR) partners with people with disabilities to help them achieve employment and independence. Our fiscal team plays a critical role in making that mission possible — ensuring every purchase, contract payment, and federal grant dollar is used responsibly, compliantly, and in support of client success.
We are seeking a Senior Fiscal & Purchasing Analyst (Fiscal Analyst 3) who brings strong technical expertise, sound judgment, and a collaborative spirit to a fast-paced, high-impact environment.
This is not an entry-level fiscal role. It is a senior technical position that requires deep knowledge of state and federal fiscal rules, the ability to independently review complex purchasing transactions, and the confidence to serve as a subject-matter expert for staff statewide.
Some of what you will do:
- Review, analyze, and approve complex purchasing transactions to ensure compliance with OFM, SAAM, GAAP, federal grant rules, and DSHS policies.
- Prepare federal prior approval and aggregate purchasing requests.
- Review contracted payments for allowability under the federal grant.
- Serve as Account Administrator for multiple business accounts; issue and reconcile U.S. Bank instant cards.
- Provide technical support for AFRS, Enterprise Reporting, WAVES, and fiscal systems.
- Assist with audits, fiscal year end close, journal vouchers, and payment batches.
- Develop and deliver fiscal training and contribute to SOP development.
What Success Looks like:
Within your first 6 months, you will be able to:
- Independently review and approve complex purchasing requests.
- Navigate OFM/SAAM/GAAP rules with confidence.
- Monitor contracted payments for allowability and identify compliance risks.
- Support staff statewide with fiscal system questions.
- Maintain accurate reconciliation of instant cards and business accounts.
- Contribute to fiscal year end close with accuracy and reliability.
What we are looking for:
- Strong understanding of OFM, SAAM, and GAAP rules and regulations.
- Excellent proficiency in AFRS, Enterprise Reporting, and AFRS Toolbox.
- Advanced technical skills in Microsoft Excel, Word, and Outlook, with the ability to create complex spreadsheets, import data, and build pivot tables.
- Demonstrated ability to independently analyze data, present findings clearly, and maintain fiscal accountability by adhering to budget and finance regulations.
- Ability to analyze, interpret, and apply pertinent codes, laws, rules, and regulations, make quick and accurate mathematical calculations, and identify and correct errors in others' calculations.
- Effective communication skills, both in writing and verbally, with the ability to plan, organize, and prioritize work to meet deadlines.
- Reliability to maintain regular attendance and be a productive team member in a busy unit with deadlines and seasonal workload challenges.

Bachelor’s Degree*, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND two to three years of relevant professional experience**.
OR
*Professional experience may substitute for education but not usually for the credit hours.
**A Master’s degree in a financial related field certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
Technical Skills Needed:
Strong knowledge of OFM, SAAM, GAAP.

Advanced Excel skills (complex spreadsheets, data imports, pivot tables).
