The Opportunity
WSDOT is seeking a detail-oriented and reliable fiscal professional to support the Southwest Region (SWR) Area 1 Maintenance Operations by ensuring accuracy, accountability, and transparency in fiscal activities that uphold the agency’s stewardship of public funds. Under the general supervision of the Fiscal Specialist Supervisor, this position will apply established fiscal procedures to record, analyze, and report financial information across a range of functions, including budgeting, payroll, purchasing, travel, auditing, and recordkeeping, while preparing and maintaining accurate fiscal records and reports. Our top candidate will possess attention to detail, sound analytical and problem-solving abilities, strong organizational and time management skills, and the ability to interpret and apply fiscal policies and procedures.
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Technician will:
- Produce Repair Cost Estimates (RCE) in final form documentation; identify and correct discrepancies and/or inaccuracies.
- Act as the primary contact for Area 1 Maintenance, Traffic operations and Region-Wide maintenance crews.
- Develop, manage and maintain Third party damage records; generate, review and verify damage expenditure reports for accuracy and completeness.
- Research and prepare appropriate accounting documents.
- Review, verify and process credit card receipts ensuring purchasing rules and processes are followed.
- Monitor various vendor accounts to ensure prompt and accurate payment.
- Create and maintain tracking system for individual vendors to ensure accuracy of payments; create payment voucher request.
Qualifications
To be considered for this opportunity, the following competencies are required:
Technical and Systems Proficiency
- Ability to effectively utilize financial, payroll, inventory, permitting, and document management systems (e.g., accounting, reporting, tracking, and records systems).
- Skill in maintaining accurate electronic and paper records in accordance with records retention requirements.
Analytical and Problem-Solving Skills
- Ability to research, analyze, and interpret financial, payroll, inventory, and damage claim data.
- Ability to identify discrepancies, investigate errors, and implement corrective actions.
- Ability to interpret statutes, policies, procedures, and contractual guidelines and apply them accurately.
Financial and Accounting Knowledge
- Knowledge of governmental accounting principles, fiscal controls, and revenue recovery processes.
- Ability to review, analyze, and verify financial records for accuracy, completeness, and compliance with policies and collective bargaining agreements.
Communication and Customer Service Skills
- Ability to communicate clearly and professionally with employees, supervisors, external agencies, vendors, law enforcement, and members of the public.
- Ability to provide high-level customer service in person and via telephone while maintaining professionalism in potentially challenging situations.

Regulatory and Policy Interpretation: Knowledge of applicable state laws, agency policies, union agreements, and administrative procedures governing:
- Third-party damage recovery
- Purchasing and credit card usage
- Vendor payments and employee reimbursements
- Payroll and labor reporting
- Motor Carrier permitting and Department of Licensing regulations
- Ability to consistently apply policies and explain requirements to employees and customers.
