This Medical Assistance Specialist 4 (MAS4) is part of the division of Apple Health Services & Operations (AHSO) team and reports to the Training Manager. This role provides significant professional growth in instructional design and system expertise with a focus on e-learning and digital design. This position develops new training and refines existing training, provides training to new and existing staff, engages in process improvement, and participates in projects to support operations.

The Apple Health Services and Operations (AHSO) Division works across the Health Care Authority (HCA) and in partnership with the health care community at local, state and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Washington State’s citizens’ ability to access appropriate, quality health care.


About the position:
This Medical Assistance Specialist 4 (MAS4) functions as a trainer in AHSO operations call center. This position is responsible for developing and administering new hire and on-going development training for staff. Works in partnership with AHSO sections or working partners serving special project assignments needed to develop eLearning and training for staff.


This position is eligible to telework but is occasionally required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework. 

Duties

Some of what you will do:

  • Develop and maintain AHSO eLearning curriculum.
  • Responsible for identifying training opportunities and using learning design theory to develop training plans, curriculum, and related training.
  • Ensure all training material is correct and in accordance with WAC; coordinates with subject matter experts to ensure material is accurate and seeks clarification as necessary.
  • Designs, creates and/or maintains and updates digital resources required for training/staff to perform essential job functions.
  • Serves as a  trainer and specialist in a call center environment.
  • Presents, guides/drives, supports, and/or is accountable for remote and in-person training, huddles, internal communication, and instruction.
  • Provides assistance, instruction, and training for new and current staff on new and updated AHSO divisional and section specific procedures, processes, and systems/computer applications used in systems, processes, and procedures including customer service.
  • Maintains SME core assigned section systems, policy, process, and procedures.
  • Use The Learning Center (TLC) to manage rosters and complete classes for attendee credit.
  • Maintains training records/library.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options: 


Option 1: 

  • Bachelor’s Degree.
  • Two (2) years of experience providing direct client services or counseling of customers in one or more of the areas below:
    1. Health insurance, disability, or other related health benefits.
    2. Public assistance eligibility determination.
    3. Health insurance premiums/claims process, adjusting, and investigation.
    4. Other medical premiums/claims related experience.


Option 2:

  • Six (6) years of experience providing direct client services or counseling of customers in one or more of the areas listed above.


Option 3: 

  • One (1) year as a Medical Assistance Specialist 3.


Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Preferred qualifications:

  • Health Plan Finder (HPF), Automated Client Eligibility System (ACES), Provider One, and Microsoft Office.
