This opportunity is for current permanent Department of Revenue employees only. This is a non-permanent opportunity expected to last twelve (12) months. It may be extended based on business need. 

This position is based in Tumwater, and we will consider candidates in other locations within the state of Washington. The successful candidate will not be required to relocate but may be expected to travel to Tumwater periodically.

This non-permanent Field Audit Manager (Revenue Auditor Supervisor) manages and controls the Account Research & Desk Examination (ARDE) operations at Audit headquarters. This position is primarily responsible for the management of the Voluntary Disclosure Program, Account Research and Desk examinations, Tax Discovery leads and Fraud Referrals. The position may also assist with managing some temporary programs or special projects, as business need dictates.

This Field Audit Manager position manages and is the subject matter expert on tax administration, audit policies and procedures, excise tax rules and laws, taxpayer rights, and agency responsibilities within a district office or geographically defined area. The position is accountable for significant contributions (multi-millions) of revenue to the state general fund, local governments, and dedicated accounts. The position also controls spending related to travel, training, supplies, small equipment, and the most effective use of state resources.

Some additional functions of the job include:

  • Plans, develops, and implements a desk examination program that identifies unregistered or non-compliant register accounts that can be more effectively and efficiently resolved through a desk examination and which do not require an on-site review of business operations and records.
  • Ensures correct theory and consistent application of Revised Code of Washington, Washington Administrative Code, or other authoritative citations, Agency and Division policies.
  • Supervises up to ten (10) professional staff within the ARDE program that may include excise tax examiners and revenue auditors.

A successful candidate will:

  • Possess excellent communication skills and the ability to build relationships effectively with individuals at all levels in the organization.
  • Have proven conflict resolution and problem-solving skills.
  • Demonstrate technical aptitude in understanding and troubleshooting ATLAS adjustments.

Preferred:

Bachelor’s degree with a major in accounting or other related field which includes 24 semester or 36 quarter hours of college level accounting and three to four years of professional auditing or accounting experience. Additional experience in tax administration, tax policy, or in tax auditing may substitute year-for-year for the education. 

Ability to manage and remotely direct staff; interpret and articulate excise tax rules, policies, and procedures; effectively coordinate both horizontal and vertical echelons; and analyze internal administrative and audit systems and procedures. 

Knowledge of the Washington Revenue Act of 1935, as amended; rules, policies and court decisions affecting the audit program; principles and procedures of accounting and auditing. 

Working knowledge and full utilization of skills in management principles, communication techniques, personnel rules and regulations, direct and remote supervision, mentoring, coaching, motivating, team building, performance assessment and OFM travel regulations.   

The following are desirable: Certified Public Accountant, Certified Management Accountant, Certified Internal Auditor, or Certified Fraud Examiner.
