BOISE, Idaho (CBS2) —Madison Mogen’s mother, Karen Laramie, has been granted a permanent injunction against the City of Moscow, Idaho.
Madison Mogen, Ethan Chapin, Xana Kernodle, and Kaylee Goncalves were murdered byBryan Kohbergeron Nov. 13, 2022, in their off-campus home near the University of Idaho. On July 23, 2025, Kohberger pleaded guilty to killing the four students in exchange for being spared the death penalty.
According to court records, the City of Moscow received more than 1,150 public records requests for information related to the criminal investigation, including crime scene photographs, 911 calls, police reports, body camera footage, witness statements, autopsy reports, and other records. In response, the city provided a link disclosing 186 photographs taken at the crime scene, some with blurring over the dead bodies.
Shortly after the release of those images and video, Mogen’s mother filed for an injunction against the City of Moscow, preventing them from sharing images of the victims, the bedrooms where they were murdered, images of blood, personal property, and of witnesses sobbing and hugging each other, among others.
Ethan Chapin’s family joined the petition shortly after it was filed.
The court’s conclusion states that the “Plaintiffs have established the disclosure of such records has caused irreparable injury and further disclosure will result in the wrong being repeated. Therefore, Plaintiff’s complaint for a permanent injunction is granted in part.”In summary, the court has issued a permanent injunction against the City of Moscow from disclosing photographs or videos without first blacking out any areas within those investigatory records that depict any portion of the bodies of the decedents or the blood immediately surrounding them.
