DSHS’s Aging and Long-Term Support Administration (ALTSA) Home and Community Services (HCS) Division seeks a dedicated leader to join our team as the Deputy Director of Field Operations. This role involves providing executive-level leadership to oversee HCS field operations in delivering the state’s long-term services and supports. This is an exciting, high-impact career opportunity that provides strategic direction related to budget implementation, compliance, and caseload service delivery initiatives.
  
You will have the opportunity to provide field leadership for an administration that is nationally recognized for services that empower people with disabilities and older adults to be supported in settings of choice that address their preferences, health, and safety needs. At the same time, you will have the opportunity to build on the current foundation of Washington's high-performing system to develop innovative ways to support people to be engaged in their communities and live their best lives by achieving better health and personal goals.
 
As the Deputy Director of Field Operations, you will support HCS’s Director overseeing WA state regional operations. You will be responsible for the oversight of staffing, services, outcomes, risk management, and budget management across HCS’s three regions, comprising of 3 Regional Administrators, 1,200 staff members, and serving over 85,000 Medicaid long-term care recipients.

In this role, you will provide critical direction, accountability, and leadership for the delivery of the state’s long-term services and supports. As the primary representative of the regional service delivery, you will also work to ensure quick, responsive support for all risk and emergencies within statewide operations.

This Lacey-based role will utilize a hybrid structure of telework from any location within Western WA state, as frequent presence in the Lacey office will be expected. Travel will be expected as business needs dictate.
  
Some of what you will do

  • Oversee statewide authority for all regional operations.
  • Provide direction, accountability, and leadership for long-term services and supports.
  • Support and guide HCS Regional Administrators in all areas of risk and emergency management.
  • Analyze and implement HCS policy, procedures, and programs for delivery system implementation.
  • Serve as HCS’s point of contact for risk and tort claims, collaborating with key legal and risk management entities.
  • Coordinate statewide personnel policies and employee union matters.
  • Lead regional strategic development and change management efforts.
  • Collaborate with critical long-term care leadership community partners to ensure access to needed priority services and supports.


Who should apply

Professionals with 11* years high-level managerial experience, leading multi-level units with demonstrated experience in effective team management, outcome-focused leadership, and problem-solving skills; other work experience should include:

  • Experience prioritizing equity, diversity, and inclusion in the service of diverse communities.
