DSHS BHHA Management Analyst 5 – Legislative Analyst/ VWN Program Administrator

The Department of Social and Health Services (DSHS) Behavioral Health and Habilitation Administration (BHHA) is seeking a Legislative Analyst to join the BHHA Government and Community Affairs Team. This position is a part of collaborative team with an exciting, evolving portfolio. 

The position has two primary areas of focus: legislative analysis and management of the statutorily required Victim Witness Notification Program for the department. The Legislative Analyst is involved in all aspects of the administration’s legislative activities both during the legislative session and throughout the interim and manages key elements of the work and serves as a subject matter expert in the areas of legislative coordination and policy analysis.

Through the administration of the Victim Witness Notification Program, this position will work with each of the BHHA facilities as well as other state agencies and external partners to ensure the program is run in an effective and timely manner.

• Manage the administration’s bill analysis workflow including the coordination, assignment, analysis and tracking process during the legislative session.
• Assign bills to subject matter experts and designated analysts across BHHA programs and facilities.
• Track analyses to ensure accurate, comprehensive information is provided, as well as timely completion.
• Analyze policies, laws, rules and regulations as they relate to or inform BHHA programs, facilities and other operations.
• Manage the system and process to communicate with victims, witnesses, victims’ next of kin or victim advocates who have requested to be notified when a patient or resident in a BHHA facility is transferred or discharged.
• Prepares written correspondence notifying enrollees about various milestones in an individual’s treatment journey – from when they are detained or civilly committed, to when they are earning less restrictive alternative housing options
• Utilizes a trauma-informed approach with communication with victims and witnesses.
• Notifies enrollees if there is an unauthorized leave event by the specified patient/resident;

• Conducting research.

• Proven experience with trauma informed approaches and training.
• Advanced problem-solving and decision-making abilities, and excellent judgement, situational awareness, and emotional intelligence
• Comprehensive technical and practical knowledge and experience working with state government operations;
• Systems analysis; federal and state laws, rules, and regulations; public disclosure laws; and state ethics law
• Expert level knowledge of:
  • Committee/team/work group facilitation and leadership strategies
  • Principles of strategic and operational planning
  • Performance measure planning and development processes
• Constituent /customer relations experience
• Project management experience
• Lean Six Sigma Green Belt/Black Belt training/certification
