About the Division:
The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 28 buildings, 18 public monuments, over 6,000 parking stalls, four state parks and a 260-acre lake. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial).

About this Opportunity:
This position supports the Department of Enterprise Services by determining priorities and setting objectives, coordinating and resolving resource conflicts related to program and activities; structuring and administering activities to ensure consistent approaches are utilized within the program and organization wide. The selected candidate will maintain, troubleshoot, repair, and shall perform the required annual and semiannual testing of the DES owned Fire Alarm systems in DES owned on Campus and off Campus buildings. The incumbent will serve as the lead subject matter expert on all fire sprinkler and suppression systems and will be responsible for troubleshooting and promptly addressing any issues or malfunctions with fire sprinkler and suppression systems to minimize downtime and ensure the safety of the buildings and occupants.

This position is recognized as a Continuity of Operations Plans (COOP) Designation – for Disaster or Emergency Recovery. The selected candidate will be required to perform the duties that may differ from normal duties and would be temporary - lasting only as long as necessary to resume normal operations.

Duties

Some of what you will be doing:
Manage fire system administration to ensure all fire systems are properly functioning, and remain compliant with NFPA, IBC, IFC, local codes and regulations for inspection, testing, and maintenance. This position is responsible for ensuring the entirety of the myriads of fire sprinkler and suppression equipment installed across our buildings is operational. Additionally, this position is the subject matter expert for all fire sprinkler and suppression related equipment and procedures.

• Develop and maintain detailed testing and inspection schedules

Oversee program activities to complete code required inspection, testing and maintenance of fire systems. Perform urgent and routine repairs as needed.

• React to work orders submitted through WMC for any fire program related issues
• Complete PM’s, Work Orders and address emergent issues in a timely manner
• Add corrective action to all work orders and close when completed 
• Complete the required inspection, testing, and maintenance schedules of all fire systems. To include all control valves, alarm valves, water flow switches, sprinkler heads, all pipes, couplers, fittings, fire department connections, pressure gauges, fill valves, alarm devices, spare sprinklers, tools, and all electronic monitoring devices

Acts as administrative liaison for fire program on projects with FPS, LSS, PPD, City of Olympia and Tumwater to ensure that projects are completed on time, follow code, and are within budget.

• Ensure cost efficiency by evaluating needs of tenants, working with designers to optimize designs to reduce unnecessary complexity, integrate existing infrastructure when allowed, and consider all lifecycle cost factors
• Provide cost estimates for tenant improvement projects. Prepare detailed project specifications and solicit bids if necessary. Evaluate proposals based on materials, cost, experience, code compliance, and projected timeline
• Provide technical assistance/advice and instructs personnel from other agencies and the public
• As directed by Support Shops supervisor, review plans for new projects on campus to ensure the contractor/vendor are adhering to current building codes and campus standards

Prepare and maintain records of alteration, inspection, testing and maintenance, report as necessary to appropriate parties. Maintain all applicable reports, plans, recommendations, and documentation regarding fire systems across DES owned properties.

• Prepare and maintain test reports, plans, and recommendations per all applicable building codes

Submit all test results and deficiencies through the third-party software “The Compliance Engine”. Testing results are to include a system overview, testing procedures (hydrostatic pressure test, flow test, alarm test, functional test, and valve operation), observations and findings, test results, inspection and maintenance records, certifications and signatures and any required supporting documentation.

• Ensure all building floor plans are correct and updated for project use

Qualifications

Required Qualifications

• 6 years’ experience working on fire sprinkler and/or fire suppression systems 

AND ONE of the following:

• Washington State Fire Marshal Level ITT Certificate of Competency
• American Society of Safety Engineers (ASSE) 15010 Field Technician Certificate
• Washington State Fire Marshal Journey Level Status as a Fire Sprinkler Fitter

Preferred/Desired Qualifications:

• NICET II Inspection, Testing, and Maintenance of Water-Based Fire Protection Sprinkler Systems

• Working knowledge of NFPA 13, 25, and 101

• Possess a valid Washington Backflow Assembly Tester (BAT) license  

• Ability to read and interpret fire sprinkler plans and blueprints

• Basic Computer Skills including Microsoft Office Suite 

• Experience with ‘Brycer Compliance Engine’ reporting software

• Experience with clean agent fire suppression systems

Special Requirements:

• Must possess a valid driver's license free of major violations
