About the Position

Are you ready to take your investigative skills to the next level? The Investigator 3 position is a high-impact role where you'll serve as an expert investigator, diving deep into complex cases involving suspected violations of Washington’s Insurance Code. This position gives you the opportunity to make a real difference by ensuring that licensed and unlicensed insurance professionals, agencies, and unauthorized insurers are held to the highest standards.

Your work will be pivotal in investigating violations that span across insurance producers, title agents, adjusters, and even unlicensed activities, all while collaborating with the Unauthorized Company Investigations Unit. You’ll also be responsible for investigating the conduct of Health Care Benefit Managers and Pharmacy Benefit Managers throughout Washington state – a key part of our mission to protect consumers.

This is a Washington General Service position. The monthly salary range for this position is $5,643 - $7,589.

Duties

The duties of the position include, but are not limited to: 

• Accurately interpret Washington RCW’s and WAC’s to determine which laws are applicable to the issue(s) being investigated. 
• Independently review the allegation(s) and consult the appropriate statutes to determine the legal elements. 
• Independently plan the investigation to determine the facts of the case and reach a valid conclusion based on these facts. 
• Independently conduct interviews of subjects, complainants, and witnesses to obtain relevant evidence keyed to the legal elements of the alleged violation(s). 
• Independently draft and obtain signed statements from interviewees to memorialize interviews using Office 365 applications, Adobe Pro, and DocuSign. 
• Obtain relevant documentary evidence needed to prove or disprove allegation(s). 
• Independently analyze and interpret all documentation received during each investigation for evidentiary value. 
• Make legally defensible conclusions within a report of investigation related to allegation based on the evidence gathered, keyed to the legal elements of the alleged violation(s). 
• Independently produce a formal report of investigation after completing all the appropriate investigative steps. 
• Independently maintain “clean” casefiles in which exhibits are labeled and organized, upon receipt, according to unit procedures. 
• Independently maintain proper chain of custody for all evidence. 
• Properly and consistently view, capture, keep, and submit evidence. This often includes, but is not limited to, using software applications such as Snagit, Azure, Adobe Pro, Zoom, Teams, DocuSign, Excel, Word, and Outlook.
• Assist Insurance Attorney’s in the review of cases, may involve further investigation into insurance producers, agencies, insurance companies, or other entities associated with the original case. 
• Provide informal testimony at internal Producer Enforcement Group and Compliance Committee meetings, to assist OIC regulators. 
• The Investigator 3 will provide formal testimony about their investigations during administrative hearings before a Presiding Officer and/or an Administrative Law Judge.

Qualifications

Required Qualifications:

• Five (5) years of experience* conducting financial examinations and/or audits or investigations of legal violations.

OR

• Two years as an Investigator 2 with a Washington state governmental agency or equivalent regulatory compliance (i.e., investigations, financial examinations, and/or audits). 

*Experience is defined as (a) gathering and analyzing relevant, highly technical data, (b) interpreting and organizing this information, (c) applying the facts to legal statutes, and (d) preparing detailed reports with conclusions supported by evidence keyed to legal statutes. Such experience may be gained through the following types of work functions: review, analysis, and evaluation of insurance contracts or forms for compliance with laws and regulations; investigation and resolution of consumers complaints; professional work experience in areas such as regulatory examinations and regulatory compliance; and ability to conduct audit activities, summarize findings, and recommend corrective actions.

Note: Education involving a major study in healthcare administration, business administration, public health, or a health-related field, law, or closely related field may substitute for up to 3 years of professional work experience.

If a degree or other credentials are listed, proof will be required prior to employment. Education must be from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent. If a degree was awarded outside the United States, candidates must provide a credential evaluation report.

AND

• Basic level Microsoft Word and Outlook skills

Preferred/Desired Qualifications: 

• Familiarity with Title 48 RCW and Title 284 WAC. 
• Qualifying investigative experience was performed within the past three years. 
• Experience in reading, analyzing and interpreting complex agreements and contracts; especially insurance contracts and agreements.
