Job Title: Management Analyst 5 (MA5)

Location: Olympia, WA - Hybrid. The first six months of training are required in person in the Olympia Headquarters office.

The Department of Children, Youth, and Families (DCYF) is looking for a Management Analyst 5 to bring expertise in accounting, federal reporting, and cost allocation to support the Early Learning Cost Allocation and Federal Grants team. The Opportunity (Management Analyst 5):

In this role, you’ll ensure federal grants comply with both federal regulations and state requirements. Establishing and documenting processes, policies and procedures that are efficient and effective. The Management Analyst 5 (MA5) manages multiple complex finance related projects simultaneously, analyzes, interprets, and provides guidance to DCYF staff on federal grants managed by the Cost Allocation and Federal Grants team, and ensures costs are appropriately allocated to available funding sources while maintaining compliance with applicable laws and regulations.

Finance is fundamental to the agency achieving its strategy. Are you the right person to have at the table? Bring your expertise in accounting, federal reporting, and cost allocation to support the Early Learning Cost Allocation and Federal Grants team.


Some of what you will do:

  • Research, analyze, reconcile and monitor financial expenditures for assigned grants to ensure compliance with federal and state laws, regulations, and accounting principles.
  • Work with Economic Services Administration (ESA) to ensure accurate allocation of TANF funds.
  • Work collaboratively with Programs, Budget, Accounting, Contracts, and other stakeholders.
  • Work with the forecast unit, budget office, and program to ensure corrections to funding are accurately reflected in the financial data.
  • Perform annual reconciliation of sub-recipient information and monthly reconciliations and adjustment entries of general ledgers.
  • Respond to all State Auditor's Office (SAO) audit data requests via the DCYF Audit Liaison or designee, to ensure sufficient data and/or reports are provided.
  • Provide guidance and consultation to Program and Budget staff with regard to grant funding, provisos, and annual fiscal year close activities.


Required qualifications:

A Bachelor’s degree in business administration, public administration, accounting, or related field, and five years of demonstrated experience in two or more of the following areas: 

  • Analyzing policies, laws, rules, and regulations.
  • Managing business policy development.
  • Working with multiple federal funding sources.
  • Working within a complex, regulatory environment.
  • Conducting business analysis and developing requirements.

OR

An equivalent combination of education and experience totaling nine years in the above noted areas.


In addition to those required qualifications, our ideal applicant will also have some or all of the following demonstrated knowledge, skills, and abilities:

  • Familiarity with the Agency Financial Reporting System (AFRS).
  • Familiarity with the Social Services Payment System (SSPS).
  • Familiarity with Child Care Development Fund (CCDF) and Temporary Assistance for Needy Families (TANF) rules.
  • Familiarity with social service program funding.
  • Demonstrated ability to conduct through analysis and assessments from a variety of information sources.
