The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over nearly 400 sailings each day on nine ferry routes.  WSF transports nearly 19 million passengers a year and has more than 1,900 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters. 

The Opportunity

WSDOT is currently seeking a marine operations watch center supervisor performs critical activities for the ferry system involving emergency responses, day-to-day operations of the ferry system, traffic management, dispatch, communication, and customer relations. This position receives calls from WSF terminals and vessels regarding emergency and operational situations, initiates and dispatches needed resources or forwards the requirement to other departments for action. It supports WSF security policies and helps to protect co-workers, customers and the workplace against the threat of terrorist attack or events. It arranges ferry transportation for people in critical medical conditions; including coordination with community Emergency Medical Services and Law Enforcement Agencies in ten Counties and the Province of British Columbia. It coordinates the safe transport of hazardous materials. It evaluates and disseminates information that may impact on-time sailings. It maintains the official log of information regarding on-time performance, operations disruptions, daily fleet activities, etc.

What to Expect

Among the varied range of responsibilities held within this role, you/the Marine Operations Watch Supervisor will:

• Relay information and request support between the operating terminals, vessels, management, and internal or external entities. 
• Provide first responder actions to arrange transport of persons in critical medical condition. 
• Manage day-to-day operational emergencies/irregularities within the guidelines of the Safety Management System.
• Provide an interface between vessels, terminals, and management.

Qualifications

To be considered for this opportunity, the following are required:

• Five (5) years of experience in marine operations working with passenger transportation systems. OR
• Bachelor’s degree and one (1) year of supervisory experience in a marine transportation system. Additional qualifying experience in marine operations or passenger transportation systems may be substituted, year for year, for the education requirement. 
• Working knowledge of:
  1. International Safety Management (ISM).
  2. Safety Management Systems (SMS).
  3. USCG regulations, WSF regulations, and vessel staffing requirements.
  4. Collective Bargaining agreements as they relate to hours of work and paid/unpaid leaves.
  5. Must be comfortable using computer programs/Office suite, familiarity with proprietary computer programs used by the Dispatch/Operations department. 
• Ability to plan, organize, and work independently while maintaining cooperative professional relationships with fleet and terminal employees and operational staff. 
• Must be able to follow directions and carry out assigned tasks in a timely and effective manner. 
• Must be able to take the lead during a crisis or service disruption and maintain composure while working in a high-stress environment.

• This position is required to work graveyard/nocturnal shifts beginning as early as 1700 (5pm) and as late as 0800 (8am).
• In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28of the Washington Administrative Code.
