Schedule:  This position will operate in a hybrid work setting, with the requirement to come into the office as needed.

What you will be doing:

The job responsibilities are carried out by means of complex analysis, and interpretation and application of payroll and personnel, state, federal, and OFM guidelines and regulations. This position is required to exercise independent judgment to determine the type of information and level of detail to use from various sources and reports, and to explain complex information to individuals with varying levels of understanding.

Duties


What you will enjoy doing includes:

  • Processing payroll based on the Collective Bargaining Agreements, Washington Federation of State Employees (WFSE), Washington Public Employees Association (WPEA), Revised Code of Washington (RCW), Washington Administrative Code (WAC), DES, HCA, DRS, IRS, and OFM’s rules and regulations. 
  • Auditing and reviewing for accuracy all records and related data with supporting documentation for regular, overtime, stand by, shift differential and specialty pay. 
  • Inputting, balancing, and auditing leave information for compliance with state and federal rules and making adjustments as necessary. 
  • Entering and or retrieving data into the state's payroll (HRMS), healthcare (PAY1), and retirement systems (ERA). 
  • Processing shared leave, taxable fringe benefits, health adjustments, and other deductions. 
  • Distributing payroll reports. 
  • Completing payment and journal vouchers to process, shared leave, warrant cancelations, Statue of Limitations, quarterly L&I taxes.
  • Responding to queries from employees, HCA, DRS, L&I, SAO, STO and OFM.
  • Processing quarterly L&I payments.
  • Create reports in HRMS, Enterprise Reporting. 
  • Creating spreadsheets and or word processing templates to process shared leave requests and verify employees’ pay.
  • Respond to queries from employees, employers, and other stakeholders. 
  • Attend quarterly Personnel & Payroll Association meetings.

Qualifications


REQUIRED:

[OPTION 1]

At least five (5) years of experience in accounting, auditing, or relevant financial field


[OPTION 2]

An Associate’s Degree
AND 
Two-and-a-half (2-1/2)years of experience in accounting, auditing, or relevant financial field


[OPTION 3]

A Bachelor’s Degree in accounting, public administration, business administration, or related field
AND
At least six (6) months experience in accounting, auditing, or relevant financial field

[OPTION 4]

A Master’s degree in public administration, business administration, or related field.


PREFERRED:

Knowledge of: 

  • State payroll processes and systems. 
  • Problem solving and decision-making processes.
  • State policies and laws, i.e., State Administrative and Accounting Manual SAAM), Revised Code of Washington (RCW), and the Washington Administrative Code (WAC). 
  • State retirement plans administered through DRS, i.e., PERS, TERS, etc. 
  • Skills to: 
    • Communicate clearly and concisely, both verbally and in writing. 
    • Promote, support, and build on diversity in the workplace. 
    • Be resilient and professional under pressure. 
    • Think critically and analytically.


Ability to: 

  • Interpret rules and policies to direct payroll actions. 
  • Explain payroll procedures and practices to employees and managers.
  • Interpret rules and regulations from the IRS, OFM, DRS, and HCA.
  • Analyze compliance with state and federal regulations on withholding.
  • Use PAY1 and/or HRMS and other human resource information technology systems. 
  • Maintain and monitor the payroll system, reconcile payroll reports, prepare quarterly Electronic Fund Transfers; make batch information input, review, analyze, verify, and correct data.
  • Present complex or technical information and ideas effectively in formal and informal situations. 
  • Use spreadsheet software, such as Microsoft Excel, to create, modify, print, and format spreadsheets, find and replace data, and work with formulas and functions. 
  • Develop, review, and analyze financial data. 
  • Prioritize competing work demands, identify expected deliverables, and evaluate effectiveness of efforts. 
  • Maintain confidentiality of sensitive data.
  • Be proactive and self-motivated.
  • Use the Microsoft suite of office products included but not limited to Excel, Word, Outlook, Access, and PowerPoint.
