The Opportunity

WSDOT is currently seeking a Property and Acquisition Specialist 4 to support property management activities throughout the Olympic Region. In this role, you will assist with the administration of project-related and ongoing property management functions, including leases, airspace and ground agreements, encroachment resolution, surplus property disposal, auctions, and property valuation activities. This position also provides support to Headquarters Property Management and helps ensure real estate assets are managed in accordance with agency policies and stewardship standards. The successful candidate will contribute to WSDOT's mission by supporting effective property management practices, fostering an inclusive and development-focused workplace, and helping maintain the long-term resilience of Washington's transportation system.

What to Expect

Among the varied range of responsibilities held within this role, the Property and Acquisition Specialist 4 will:

  • Oversee property management activities, including surplus property disposal, leasing transactions, and compliance with applicable laws, regulations, and agency policies.
  • Review and process surplus property and lease files to ensure required approvals, documentation, and procedures are completed accurately.
  • Resolve complex property management issues involving encroachments, airspace leases, ground leases, displacee leases, surplus right of way, and property valuation matters.
  • Conduct site inspections and travel to project locations to evaluate property management needs and support real estate activities.
  • Recommend property management actions and strategies, including lease versus sale determinations, to support agency objectives and legal requirements.
  • Advise regional and headquarters staff on property transactions and the preparation of deeds, agreements, leases, and other real estate documents.
  • Review real estate documentation for compliance with applicable laws, regulations, policies, and procedures.
  • Coordinate with internal and external stakeholders, including the Attorney General's Office, Federal Highway Administration, local agencies, and potential purchasers, to facilitate property transactions and resolve issues.


Qualifications

To be considered for this opportunity, the following are required:

Real Estate Property Management Expertise:

  • Experience successfully completing project-related property management such as various leases, cooperative agreements, clearing of encroachments, disposal of surplus property, value memos, and auctions. 

Communication: 

  • Strong written and verbal communication skills, including the ability to clearly present issues and processes to diverse audiences such as agency staff, the public, and external partners. 

Analytical Judgment and Independent Decision-Making:

  • Proven ability to work independently, applying sound analysis to make decisions concerning property management such as displace leases and non-displacee leases, airspace and ground leases, cooperative Agreements, clearing of encroachments, disposal of surplus property, and value memos.
  • Demonstrated ability to manage multiple projects while meeting deadlines. 

Technical Reading and Interpretation:

  • Skilled in reading, understanding and interpreting technical and highly specialized written material related to property management. 
  • Ability to translate highly specialized language into accessible guidance for both internal staff and external stakeholders with varying levels of technical understanding. 

Technology and Digital Literacy:

  • Proficient in the use of Windows-based computer systems and a range of software, including Microsoft Office Suite (Word, Excel, Outlook), Adobe Acrobat, cloud-based file sharing platforms, and virtual meeting tools such as Microsoft Teams. 
  • Ability to manage digital documents, perform basic data analysis, and support remote collaboration.

In addition to the above, the following are also required

  • Possession of a Washington state Notary Public, or obtain within six (6) months of appointment. 
  • A valid driver’s license and the ability to operate state-owned vehicles. 
  • Ability to traverse rough, steep, and uneven terrain. 

It is preferred that qualified candidates also demonstrate:

  • Project Management and Coordination: Demonstrated experience managing transportation-related projects, including coordinating tasks, tracking timelines, and collaborating with internal and external stakeholders. 
  • Notary Public in Washington State.

  • In addition to the salary range listed, a general wage increase of 2% will be applied for all state employees on July 1, 2026.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
