The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the Regional Training Consultant (Health Insurance Advisor 1) position. This role is within the Consumer Protection Division and is based out of our Seattle Downtown Office.

About the Position 

As a Regional Training Consultant - Health Insurance Advisor 1 (HIA-1) with the Statewide Health Insurance Benefits Advisors (SHIBA) program, you will have the opportunity to make a real difference in the lives of Washington residents by providing expert guidance on healthcare coverage options, including Medicare. You’ll work closely with a team of passionate professionals to train, mentor, and support SHIBA volunteers and Volunteer Coordinators across the state. Your role will involve conducting essential training sessions, offering technical assistance on complex cases, and delivering engaging public education initiatives to help individuals and families make informed healthcare decisions.

This is a dynamic and rewarding role that offers the chance to influence and improve the way healthcare coverage is delivered throughout Washington. This is a Washington General Service position. The monthly salary range for this position is $4,987 - $6,705.

Duties

As a Regional Training Consultant (HIA-1) with the SHIBA program, you will play a crucial role in training, mentoring, and supporting volunteers, while also serving as a subject matter expert in healthcare coverage. Your main duties will include but are not limited to:

1. Training and Educating Volunteers
   • Deliver Basic and Continuing Education training to SHIBA volunteers and other counselors, both in-person and virtually.
   • Assess volunteer readiness and provide technical assistance, especially for complex cases.

2. Supporting Volunteer Coordinators
   • Assist Volunteer Coordinators with strategies for recruitment, retention, and performance management.
   • Monitor compliance with contracts and review Sponsor performance to share best practices and drive improvements.

3. Building Partnerships and Outreach
   • Collaborate with community partners to expand SHIBA's reach, including delivering public presentations and seminars on healthcare options.
   • Coordinate outreach programs like “Welcome to Medicare” and maintain accurate records in the STARS database.

4. Consulting and Serving as a Subject Matter Expert (SME)
   • Provide consultations to consumers on healthcare coverage and assist volunteers with complex cases.
   • Serve as a SME, reviewing training materials and supporting the team in delivering high-quality education.

Qualifications

Required Qualifications: 

• Six years of professional experience in community development, adult training, or volunteer management.
• Demonstrated competence in building collaborative relationships with professional colleagues.
• Working knowledge of project management, contract management and/or instructional design.
• Intermediate competency level using Microsoft Outlook, Word, PowerPoint and Excel
• Intermediate technical competency level using at least one virtual platform (ideally Teams and Zoom). 
• Demonstrated skill in creating, hosting, and troubleshooting technical challenges.  Ability to use various tools and resources within the platform to engage audience.
• Experience speaking to groups of all sizes including people from diverse backgrounds.

Preferred/Desired Qualifications:

• Bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent.
• Two or more years of professional experience in community development, adult training, or volunteer management.
• Knowledge of state and federal laws, regulations and policies related to Medicare and associated insurance or assistance programs (e.g., Medicare supplement policies, Medicaid, Medicare Savings Programs, etc.)
• Experience providing direct client services or counseling of customers in the areas of health insurance, disability, or other benefits, eligibility, claims processing, adjusting, or investigation. 
• Experience developing partnerships with diverse communities.
• Demonstrated experience with accountability for project management, contract management and/or instructional design.
• Advanced competency in Microsoft Outlook, Word, PowerPoint and Excel.
• Significant experience facilitating meetings or training using a virtual platform, especially Microsoft Teams or Zoom.
• Bilingual/multilingual candidates preferred.
